CHECK FOR CORRECTNESS OF YOUR PENSION - "DO IT YOURSELF" SOLUTION.

"DO IT YOURSELF" - AN EXTREMELY SIMPLE SOLUTION (Pre-2006 Retirees Only) TO CHECK FOR YOURSELF WHETHER YOU ARE GETTING YOUR PENSION CORRECTLY AND YOUR PDA HAS ADJUSTED YOUR PENSIONS FROM TIME TO TIME AS PER AMENDMENTS ISSUED BY THE GOVT.

The pensions of the Pre-06 retirees were revised wef 01 Jan 2006 on implementation of the recommendations of the 6 CPC on issue of the Govt orders dated 11 Nov 2008. Following this we have had numerous court battles with the Govt Of India, fought by our own brother offrs to get nothing extra, but what is legitimately entitled to us. Rank Pay Case, Pay Band up gradation of Lt Cols, Pension of Generals,  Flawed definition of Minimum Pay in Pay Band, Fixation of Pension as per the fitment tables SAI  2/S/2008,  which
was arbitrarily implemented wef 24 Sep 2012 followed by another litigation to make the same effective wef 01 Jan 2006.

Similarly Doctors too fought the case in Honourable Supreme Court of India for consideration of NPA as part of the salary for fixation of their Pension which had been denied wef 01 Jan 1996. There have been several amendments to amendments over the period on Pension Authorisation, as such it becomes difficult for a layman to keep track of the changes in pension and family pension.
Our PDAs, in what ever manner they calculate and take cognizance of the PCDA (P)
Circulars or the Defence Pension Regulations leaves much to be desired. We have noticed serious errors in what has been received by the pensioners and family pensioners. 
It is therefore must for us to examine whether we have actually received what is entitled to us or its been short, after all Pension is Our RIGHT.  The lazy among us, have often been heard saying "Are Yaar Bahut Mil Raha Hai, Jitna milta hai Le lo Na". In order to get the pension examined one has to run to some friend who knows little bit more than you in calculations, which may not always be possible for every one of us. 

We, therefore, in the Signals Parivaar have evolved a "DO IT YOURSELF" solution  for you, by which one needs no expertise in any thing except Primary School Mathematics. It is here on plate for you as in the succeeding paragraphs.

Step 1 - First and fore most get hold of your pass book or the Statement of Acct for the period obtained from the bank.  The month wise pension and arrears of Pension and DA received by you starting Jan-2006 onward up to and incl Oct -2015 be jotted down on a sheet of paper.  Donot take into account any TDS on Income Tax. Simply ADD all these monthly figures to arrive at a TOTAL  of what your dear banker has given to you as your Minimum Guaranteed Pension (MGP) during the period Jan-06 to Oct -15 both incl.

Step-2 - Compare this total with the "TOTAL ENTLMT"  given in the following Tables  against your Rank and under the type of Pension whether Retiring Pension or Family Pension. 

Result - In case they are close with a difference of Rs 100 or so your are OK, otherwise get on to your bank and raise a written complaint.

There are two TABLES below, Table No 1 is for most of us while Table No 2 is for the Medicos. These have been prepared from the latest Govt orders to also incl NPA wef 01 Jan 96 for the medicos. We have kept the process extremely simple so that any one of us work it out without any complex calculations and references to Govt letters or circulars. We have taken the load off from you by resorting to complex and detailed calculations for 118 months for each rank in preparing the tables.  

The tables give you figures for Full Retiring as well as Family Pension Entitlement before any deductions on Commutation of Pension, TDS etc. Hence adjustments will be required iro those who receive pension after deduction of Commutation etc. For  those with lesser QS or in receipt of additional pension on completing 80(20%)/85(30%)/90(40%)/95 (50%)/100(100%) years of age need to modify the figures of entitlement accordingly as per the individual factors by adopting the method mentioned below the table.

The explanations of the figures in these tables are given below each table.

The above TABLE is for us all, the Non- Medicos. The first coln after  Rank is the Latest Auth of Pension Per Month wef Jan-2006, The second Coln is the total you should be receiving for the a/m period as your entitlement. Comparing this with what you have received in your bank incl pension and DA arrears will give you what you still need to get from your banks.

Please note that the figures calculated are for full retiring pension. The additional pension enhancement on completion of ages mentioned above the entitlement be hiked by the applicable percentage.  However in case you took PMR, no issue, you know your QS (Qualifying Service) as mentioned in your PPO, add the Rank weightage to it ie, Lt/Capt=9, Maj=8, Lt Col (TS)=5, Lt Col (S)=7, Col=7, Brig=5 & MG=3 years, in case it comes to less than 33 then the entitlement figures have to be proportioned by  "QS+Wtg" divided by 33. A Col with QS of 23 yrs will have Total Entitlements of New Pension = 4929721 multiplied by  (23+7=30) and divided by 33 = 4481565. Similarly you can get proportionate Family Pension, NPA etc.

The above Table No 2 is for the Med Offrs who were in receipt of NPA at the time of their retirement. There are two parts in this.  The  first part of four colns is similar to Table No 1 while second part is the NPA entitlement for the period Jan-96 to Dec -05 both incl. 

As regards the entitlement of pension for the period from Jan-06 to Oct-15 the procedure is same as in Table No 1,  to know the resultant  amt of pension  paid less to you, that you must be paid. The last coln  shows the arrears of NPA from Jan 96 to Dec-05 which you are to receive, you have the figures as such let your bank calculate and pay you.

Since most of the AMC/ADC/RVC pensioners will not have details of payments received from Jan 96 to Dec 05, we had to take a short cut and apply the logic, since figures of pension auth in Govt letter, include basic pension and 25% of basic pension as NPA which was not paid earlier. Hence we extracted the NPA portion from the newly auth pension and use the same for calculating the arrears of NPA for ten years ending Dec 2005.

In most cases for the Med Offrs the total arrears go much above Rs 10 Lakhs each.


We have tried to make the tables as authentic as possible, however to err is human, we will love to hear from our readers to know where we have gone wrong and must modify the process or figures.

    Thanks for your comments on my post here, I have tried to individually reply each query received by me on email etc hope that answers your doubts.

    Just to summarise, the said post pertains to Pre-2006 Retirees and not the Post Jan-2006 retirees, for whom the the troubles will commence on the implementation of 7th CPC while their pensions are fixed and brought down to our levels.

    Income Tax and TDS have nothing to do with the amount of pension paid to you as such not to be taken into account.

    For PMR must fraction the amount mentioned in the table, the method has been updated in the post for your convenience.
