Kashmir issue been resolved 50 years ago he wouldn’t have been saluting coffins
of his fallen comrades. Had the political leaders irrespective of any party had
the will to resolve it, its resolution could have been done before this god damn
militancy crept in. Had the politicians of J&K and India been serious about
the matter, Kashmiri Hindus would have lived on happily in their homeland? Had
Kashmir been on any agenda, Security forces would have remained in the role of
guarding the borders and left the law and order situation to the J&K Police

BHIM - E-PAYMENT MOBILE APP
Our Prime Minister Shri Narender Modi released the new Mobile Application for Cashless Digital Payments on 30th Dec 2016. The Application has been named BHIM in Commemoration of the birth Anniversary of Dr BR Ambedkar. This application works over the "Unified payment Interface" (UPI) of the banks and is very simple and reliable. This APP has now been upgraded and is available on both Android as well as IOB platforms. It is available in 7 Indian Languages and has been Aadhaar Enabled for payments.
The money gets transferred direct to the bank account of the merchant or payee instantly from your bank. It uses the Virtual Payment Address (VPA) of the payee like 9999999999@upi where 9999999999 is mobile number of the Payee linked to his bank account. The secondary VPA can also be created hiding the mobile number as imsmart@upi where its your chosen short name. The application has been updated that It can now transfer money using IFSC Code and account number of the payee in addition to VPA.

Modifications in the 7th CPC recommendations on pay and pensionary benefits approved by the Cabinet on 3rd May, 2017
(FOR LATEST ORDERS (ISSUED MAY-17) & TABLES DO SCROLL DOWN)
The Union Cabinet chaired by the Prime Minister Shri Narendra Modi approved important proposals relating to modifications in the 7th CPC (Central Pay Commission) recommendations on pay and pensionary benefits in the course of their implementation. Earlier, on 29th June, 2016, the Cabinet had approved implementation of the recommendations with an additional financial outgo of ₹84,933 crore for 2016-17 (including arrears for 2 months of 2015-16).
The benefit of the proposed modifications will be available with effect from 1st January, 2016, i.e., the date of implementation of 7th CPC recommendations. With the increase approved by the Cabinet, the annual pension bill alone of the Central Government is likely to be ₹1,76,071 crore. Some of the important decisions of the Cabinet are mentioned below:

Tax Exemption For Disabled Persons,
The Income
Tax Act and the Profession Tax Act provides various income tax deductions under
Section 80DD, 80DDB and 80U
for differently-abled (disabled and handicapped) people.
Most states in India allow a professional tax
exemption for any person suffering from a permanent disability.
Section 80DD
Under Section 80DD the expenses on maintenance/ medical treatment of disabled dependents can be claimed as an income tax deduction. Dependents include spouse, children, parents, brothers and sisters and the income tax deduction is valid only if they have not already claimed a benefit under Section 80U. Income-tax Deduction for expenses for partially disabled dependents (severity 40-80%) is allowed up to Rs.75,000 while it goes up to Rs 1.25 lakh if the dependent is over 80% disabled. The plus side is that even if your actual expenses are lesser than Rs 75000 you can claim a full deduction.

"310. Our understanding of the sentence, would place the member of the Defence Service on top of all others, followed by the civil services and then by all India services.
Apparently the makers of the constitution had this order in mind, when the above sentence was framed. The meaning of the constitution is quite clear and has clearly indicated the order of precedence. There has been no amendment to this act.
Para 310 of the Constitution reads,

ARREARS - BREAK DOWN TO PREVIOUS YEARS
BREAKING DOWN ARREARS FINANCIAL YEAR WISE FOR INCOME TAX PURPOSES
1. During the currency of 6th CPC we have received arrears pertaining to various judgement of the AFTs and Honourable Supreme Court of India. The recent one being the arrears for minimum pension wef 01 Jan 2006 to 23 Sep 2012 and there after the OROP Arrears during the Last financial year i.e F Y 2015-16, for which we shall soon be paying hefty income tax.
2. The IT Dept provides for breaking down the arrears to previous years and club them with the income of those past years for our benefit if we so feel like. The table below will help you breakdown the arrears followed by the detailed explanation to help you decide as to what must be done in this matter, since it is smply your choice.
PMR - PENSION QS OF 33 YRS GOES

The much awaited orders have been issued by Mod and are available on their web site . We have brought out these orders and have placed at the bottom of this post.
As had been said earlier in our earlier post all PMR cases irrespective of their QS (20 to 33 yrs) will get the pension as for full service eg all offrs who retired as Lt Cols or equivalent will have their basic pension enhanced to 26265/- from 01 Jan to 30 Jun 2014. Disability Pension for Defence Pensioners
The Cabinet also approved the retention of percentage-based regime of
disability pension implemented post 6th CPC, which the 7th CPC had recommended to be replaced by a slab-based system.
The issue of disability pension was referred to the National Anomaly Committee
by the Ministry of Defence on account of the representation received from the
Defence Forces to retain the slab-based system, as it would have resulted in
reduction in the amount of disability pension for existing pensioners and a reduction in the amount of disability pension for future retirees when compared to percentagebased disability pension.
The decision which will benefit existing and future Defence pensioners would
entail an additional expenditure of approximately ₹130 crore per annum

VETERANS - MUST ACT WHILE IN GOOD HEALTH
ACTIONS TO BE TAKEN BY VETERANS WHILE STILL IN
GOOD HEALTH
JUST DONOT POSTPONE THEM EVEN FOR A DAY
1. While
in service, we planned for all contingencies which might occur, whether in
official or personal matters. However, after retirement many of us do not
display the same meticulousness in our personal affairs. We feel that we still
have plenty of time to go and will place our affairs in order In due course of
time. When the unexpected happens, the NOK are left to clear an unimaginable
tangle of legal and financial issues. It is obviously our responsibility
towards our loved ones to organise our personal affairs, while we are still in
good health, so that our NOK can receive assets as smoothly as possible. Some
measures to ensure this are enumerated in succeeding paragraphs.
OROP PAYMENT CLARIFICATIONS & RANKS IN THREE SERVICES
There have been numerous doubts on the payment of OROP which have been clarified by the PCDA in its circular Number 557 dt 17 Mar 2016. Salient features as applicable to the three services are as given below:-
OROP PRINCIPLE .As per Govt. letter No. 12(1)/2014/D(Pen/Policy) Part-II dated 07.11.2015 OROP implies that uniform pension to be paid to the Defence Forces Personnel retiring in the same rank with the same length of service, regardless of their date of Retirement.” The pension of all past pensioners will be determined according to the above principle.
RANK WEIGHTAGE In Post-2006 retirees cases, weightage had been withdrawn from Qualifying Service. Therefore, the qualifying service mentioned in OROP table is actual qualifying service only. No weightage in qualifying service is to be allowed at all while extending the benefit of OROP in past cases. For example, if actual Q.S. was ‘q’ years and weightage, if any, was ‘y’ years, the pension indicated in the concerned table for ‘q’ years only is to be paid to the pensioner. (Please Note - The OROP

The legal position on the case of recoveries of excess pension remitted by banks to pensioners is as follows:-
(a) The Banks (PDAs) are not permitted to make such recoveries beyond one third of theENDORSEMENT OF DOB OF SPOUSE IN PPO
ENDORSEMENT OF DATE OF BIRTH AND NAME IN PPO OF YOUR SPOUSE AS FAMILY PENSIONER
The PPOs issued before 1990 did not have the name of the spouse mentioned as the family pensioner after the demise of the pensioner. It was a problem to have the family pension commenced and took many months in the procedure. However, post 1990 the PCDA began showing only the name of the spouse in the PPOs so that the family pension can begin without a break on the demise of the pensioner.On implementation of the recommendations of 6 CPC on enhancement of pension on being Super Sr Ctz was sanctioned for the Family Pension also at par with the pensioners i.e on attaining the age of 80, 85, 90, 95 and 100 yrs.
