COMMUTATION OF PENSION - WHETHER OR NOT
COMMUTATION OF PENSION - YES OR NO - VALUE
Whenever any retiring officer approaches us for advice, invariably the question of whether or not to commute the pension comes up. This article deals with this issue so that all officers, retired or retiring, would be able to make up their mind more knowledgeably.
Commutation is defined as giving up part or all of the pension payable from retirement in exchange for an immediate lump sum. Commutation factors (usually calculated by the Scheme Actuary) are used to determine the amount of pension which needs to be given up in order to provide the lump sum.

REVISION OF SFP, DP, DP(LIBERALISED), LFP- 6th CPC
The
6th CPC had not recommended any specific rates of pension to the
above category of family pensioners. The MOD also does not mention
any thing about the revised rates of pension to be paid to the above
pensioners.
2. The Government
accepted the following rates of pension w.e.f. 1.1.96 to the above category of
pensioners:-
i) Special
Family Pension shall not be less than 60% of the minimum pay in the revised
scale of pay introduced w.e.f 1.1.96 of the rank (in case of commissioned
officers) rank and group (in the case of PBOR) held with a minimum of Rs.2,550/-
PM.
ii) Dependent pension
fixed as 50% of the Special Family Pension.

HISTORY OF PENSION
Before 1-4-1927, the grant and audit of pension payments was the responsibility of respective pension sections of various Controllers of Military Accounts. From 1-4-1927, the pension work relating to Northern and Eastern Commands was centralised in the office of the Controller of Military Pension Accounts, Northern and Eastern Commands at Lahore. An office similar to the one at Lahore was also formed at Mhow a little later for dealing with all pension claims of Southern and Western Commands. With a view of securing uniformity of procedures. with regard to sanction and audit to pension, both the Central Pension Offices at Lahore and Mhow were subsequently amalgamated and located at Lahore only.

RUPEE VALUE BY INDEXATION
Since independence there have been numerous cases where the
government employees had been denied their rightful dues for some reason or the
other, compelling them to take legal recourse to get them after years of legal battles and counter battles. The net worth
of the arrears which, one may get paid after obtaining a favourable decision
from the Apex Court after years of delay is many times low due to inflation
over the period. The value loss thereby in the current real value of the arrears

FAMILY PENSION
1. Ordinary Family Pension.
Ordinary Family pension is entitled to the widow and after her death, to
eligible children, in case of death of the officer who was in receipt of
pension. A son is entitled for Family Pension upto 25 years of age/marriage or
earning more than Rs. 3500/- per month. Unmarried/Widowed/divorced daughters
are entitled to family pension for life, or till their re-marriage/earning more
than Rs. 3500/- per month. The PPO issued to an officer on retirement includes
family pension admissible to the widow of officer in case of his death. In such
cases, the widow is only required to intimate the death of her husband to the

HOW TO CALCULATE ARREARS FOR A PERIOD
1. One generally shy away from mathematical calculations to work out the exact arrears over a period due to complication of time to time rates of dearness relief . The experts use EXCEL Sheets on computers for calculations which is not a cup of tea for every one. Using of a calculator is possible only if complicated formulas are not involved.
2. We bring for you a simplified method of calculation of arrears for the known periods including the period of 5th CPC, the same is explained in simple words in the succeeding paragraphs.
3. Method - You have known the amount per month which has been due (Unpaid or outstanding) and the period for which the same has been due. This is how you go about:for the following periods :-

HOW EAST PAKISTAN SURRENDERED - 1971
How east Pakistan surrendered BY Lt Gen JFR Jacob.
Though no war goes completely according to plan, this one went off
reasonably well, and on December 13, we were outside Dhaka.
The advance from the north went off well, and though the move of the
two brigades was delayed the paradrop took place as planned. By December 13, we
had about 3,000 troops outside Dhaka.
Meanwhile the American fleet was moving into the Straits of Malacca.
Some in Delhi were panicking. The radio signals we were intercepting from
Islamabad to the Pakistani forces in the east said "Fight on, you are getting
help from yellow (China) from the north, and white (America) from the
south."

confront issues relating to the transfer and distribution of the deceased’s
estate, which includes all his property, assets etc. Then there are tax issues

INCOME TAX EXEMPTION - DISABILITY
In terms of DSR Para 179 and 173 and copy of Hon SC' judgement dt 31.03.2011 in the case of Maj Buttar it would be seen that all ranks retiring with disability of 20% and above are deemed to have been "Invalidated out" of service and hence would come under Tax exemption.
