THE DETAILS ARE EQUALLY APPLICABLE TO PBORS OF INDIAN NAVY AND INDIAN AIR FORCE

Service Pension : Regular Army/Air Force/Navy/DSC
Definition:
Service Pension is a pension, which is sanctioned to a P.B.O.R. on completion of his terms of engagement for the qualifying service Rendered by him in the Armed Forces.
Condition:
Minimum qualifying service without weightage to earn a Service pension is 15 years (20 years in case of NC (E))
Linkage of full pension with 33 years of Q.S. has sinc been dispensed with for all Pre-2006 Pensioners. It has already been dispensed with for Post - 2006 retirees.
Now the pension of PBOR will be calculated at rate of 50% of emoluments last drawn or average of reckonable emoluments drawn during last 10 months which is more beneficial to him . Authority : G.O.I. letter no 17(4)/2008 (2)/D(Pen/Pol) dated 12/11/2008.
The above calculated service pension shall in no case will be less than 50% of notional pay in the post – 01.Jan.2006 revised pay structure corresponding to the maximum of Fifth CPC pay scales including whole of classification allowance last drawn in the rank and group held of the time of discharge / invalidment. The amount so determined will be the pension for 33 years of reckonable qualifying service including improved weightage (except TA personnel).
After 01.Jan.06 with the implementation of the order on “Improvement in the Pension of PBOR” the weightage in respect of Sepoy, Naik and Havildar had been raised to 10 years, 8 years and 6 years respectively (for all past and future retirees.) subject to a restriction of 30 years as maximum qualifying service in place of 33 years. This benefit is given only in respect of the Service Pension.
The amount of pension finally arrived at will be subject to a minimum of Rs. 3500/- per month.
Authority : G.O.I. letter no 14(3)/2004-D(Pen/Sers)/Vol.III dated 01/02/2006 and 02/05/2006.
The service pension in respect of PBOR for 33 years of qualifying service is calculated at 50% of the maximum of the scale of pay, including 50% of the highest classification allowance, if any, of the rank/pay group actually held continuously for 10 months (or maximum period of 10 months) before the date of discharge subject to minimum of Rs.1275/- p.m.(Rs.1913/- pm after merger of DP)
START POINT FOR ALL YOUR CHECKS.
During the period of 6th Pay Commission ie from Jan-2006 to Dec-2015 the pensions of PBORs were revised primarily three times vide Circulars 397 wef Jan 2006, Number 430 wef Jul-2009 and Number 501 wef 24 Sep 2012. You must know first as to what Basic Pension has been fixed for you by your Banks before deduction of Commutation Repayment if any.
LET US START FROM HERE
1. Note down three figures of pension received by you for JUNE 2009, JUNE-2011 and DEC 2015 from your passbook. If your commutation payment is being deducted add the same to get the pension figure with DA before deduction.
2. Now divide the June-09 figure by 1.22 note the result this should be your BASIC PENSION fixed for 6 CPC wef 01-Jan-06 i.e on implementation of the Recommendations of 6th Pay Commission vide Circular 397.
3. Then divide the June-11 figure by 1.51 to get BASIC PENSION fixed for you by the bank from 01-Jul-2009 onwards under Circular 430.
4. Similarly divide the pension figure of Dec-15 by 2.19 which will give you enhanced BASIC PENSION for Dec 2015 being received by you wef 24 Sep-2012 onwards under Circular Number 501 till date.
These three figures will be required to compare with the chart when you proceed to next page for knowing the correctness of your pension and checking if arrears have been due for you to claim.
LATEST UPDATE ON PBOR PENSION
The latest orders issued are contained in PCDA(P) circular number 547 which gives minimum pension entitled Rank and Group wise w.e.f 1st Jan 2006. The entitlement shown in this circular are applicable only if it is more than the pension which has been paid from 01 Jan 2006 calculated by you as above.
In most cases the pension fixed earlier has been lower than the figures given in Cir-547, as such the arrears get due to PBORs for the period from Jan 2006 to June 2009. Some banks have already paid these arrears to the pensioners.
How to Check whether your pension is fixed correctly by your Bank or not, note down the procedure and steps involved in doing so.
PROCEDURE - Please note these steps and then go to the next page.
Step 1 - Open the Post "PENSION - JCOs & ORs (ARREARS)" by clicking at the end of this post on procedure.
Step 2- The page which will open contains details of pensions, Rank and Group wise for full Term of Engagement and service. The TABLE No, 2 there, will give you entitled Basic Pension during various periods of 6 CPC under circulars 397, 430 and 501. The figures of latest circular 547 have also been mentioned there. Note down these figures as given there in the table corresponding to your Rank and Group.
Step 3 - Compare the figures with those calculated by you above i.e your pension being paid by the bank corresponding to these periods. If they are same you are getting the right pension, otherwise you will need to complain to your bank.
Step 4 - In case the PBORs who retired before the Full Term of Engagement as per his Rank, ie with less Qualifying Service (QS) a Full Fledged Table will required for reference by them. Therefore we have provided a fully worked out Table tiltled as "(PENSION TABLES JCOs & ORs (ARRs)" which is accessible as mentioned in the Para just above the Example on Calculation of Arrears - in the next page . Open this Table it may take a minute to down load or display being a large file.
Step 5 - In the table which opens go to the correct ROW pertaining to your Rank, Group and Qualifying Service (QS). These are the exact entitlements as on date. Note these down for comparing with your own figures calculated by you.
Step 6 - These figures must match if they donot the Bank may be paying you incorrectly. With the help of these figures you will also KNOW YOUR ARREARS, by following the exaple as given in the next web page..

ReplyDeletefigures shown in table 2,under circular 397 for sub gp y 28 years is Rs 10532,however pension fixed on 1 Jan 2006 was Rs. 9324 as per the instrs contained in mod letter dt 11 nov 2008. circular 397 does not show these figures anywhere. please clarify for environment. thanks and regards.

ReplyDeleteThank you for your observation which has been clarified by Notes under Table 2 of the related post as under:-
NOTE :-
1. IN THIS TABLE HONY LT FOR 14655 READ 15465 AND IN COLM 'F' READ AS 24 SEP 2012 ONWARDS.
2. The figures in Colm 'C' in table 2 above are taken from Cir-430 in respect of PBORs who retired from 10 Oct 1997 to 31 Dec 2005. For others the tables in Cor-430 may be referred.
In your case since you retired in 1991 Please see table No 37 in the Circular No 430 the consolidated pension fixed for pre 96 retirees has been shown as Rs 9324.
9324 has been enhanced to Rs 9440 vide Cir -547 hence arrears are entitled to you for the difference amounting to Rs 5340 approx from 1-1-06 to 30-06-2009.
We hope this will get sorted out while OROP tables are announced by the Govt.

ReplyDeleteAs i read your pension column of PBOR, the rank weightage given by you as 10,8 and 6 for Hv, Nk and Sep has undergone a revision wef 1998 after the rise in QS for these ranks by two yrs. Pl correct me if i am wrong.
