        Are you sure that you have been getting correct pension since 01 Jan 2006, we have noticed over 70% Pensioners and Family Pensioners have not been, specially those who are getting their pension from smaller banks. Its only when they worked out the "Due and Drawn Statement" with our tool as explained in this post,  that it was noticed by them that they  did not receive what they were entitled to, rather it was short by Lakhs of rupees (READ MORE).  
A major part of their entitlements presumably got lost among the host of amendments and the consequent arrears paid during the currency of 6th CPC. Most banks played safe by paying less.


to us consequent to various court orders like Rank Pay Arrears, 6CPC Implementation Arrears, Min Pay in Pay Band (PiPB) Arrears before and after 24 Sep 2012, OROP four installments in Arrears, PMR Arrears and 7thCPC arrears.  We received all these during 6th CPC and later, after implementation of the 7th CPC. 
        
   Thanks to our general perceptions "Yar theek hi to humein mil raha hoga, kaun magaj mari kare  is par, vaise bhi kaafi mil rahi hai hum dono ke lie'  (as if one never deserved the pension being paid it) .  The short receipt of the entitled pension can be attributed to our own selves of not bothering about it and mostly making no efforts to know our own entitlements or lacking the understanding and lethargy. No body is doing any favour to us by paying us the pension, its our lawful RIGHT so earned by us having served under dire risky and difficult situations.

  Consequent to this post which we hosted long back we have received lage number of feed backs. We have observed that the PDAs are playing merry hell into our pensions and Crores of Rupees has been paid less to pensioners and family pensioners. 


       We will recommend that you carry our a simple check sitting at home of what you received over the period starting Jan -06 from your Bank against your entitlements. Its simple and No Rocket Science, we have devised here a Simple Tool for you using XLS work sheet from MS Office-2007, just get hold of your Bank Pass Books and your entitlement of Pension both pre-OROP and Post-OROP as per your Rank and QS during various periods of 6th & 7th CPCs . For your guidance we have listed and placed Table of your basic entitlement depending upon your Rank and Service at the end of this post. The family pensioners should refer to the related tables in various circulars or take 60% of the relevant Retiring Pension of a pensioner.

    The said tool which has been further simplified should be downloaded as explained below by a simple mouse click. Save the tool on your desk top and begin your work. Please make sure that you are sure of the receipt figures as accuracy is paramount while taking on the PDAs (Agency Banks)

   To begin with please note that you are to replace the figures if any in coloured colns of the tool. The figures were placed in the tool for test purposes only. These have to be replaced by your own figures of Due and Drawn month wise. we have provided FOOT NOTES at the bottom of the tool to help you to prepare the tool accurately. The abridged guidelines to fill up the cells in the tool are also given on the tool itself.

      Please enter your relevant figures in the coloured  boxes against a particular month replacing the pre-filled figures in various colns in  toto. It is important that you delete all the prefilled test data before starting.  The tool will do all calculations automatically with Time to Time auth of DA (DR), Age factor i.e. enhancements after 80 yrs of age, disability if any etc etc in the back ground as you begin inserting the data. 

   IMPORTANT PRECAUTION :- Please type the data in the cells, in case you are Copy Pasting data from other sheets, USE PASTE SPECIAL Values Only as otherwise it is likely to change the CELL FORMATs in the TOOL  which will totally distort the errors. Similarly while correcting any cell entries donot del forst, simply over write it will replace the old entry.

     The DATA must include what pension amt and the arrears of pension you received from the banks in a particular month, entering these  in Pension, Arrears and the TDS (if any deducted by the bank) columns. We need to account Pension receipts incl Arrears of pension and DA on it before TDS is deducted by the banks. The TOOL will do the rest and give you results on plate which you can take to your bank to hammer them duly empowered by this tool.

   In some cases TDS amt may be a problem to know, in such case use the Form 16 obtained from the bank for a particular Financial Year to insert the total TDS in the month of Feb in that year under TDS.  Remember we need to work with receipt figures before deduction of TDS,

    Donot forget to fill up the monthly amount of the repayment installment of Pension Commutation for the applicable months in the designated column. In case of Lt Cols on revision of their last drawn pay due to Rank Pay Judgment they have been paid additional gratuity and commutation. While the amt of gratuity and the commutation value is not to be taken into acct in this tool the repayment of the commutation month wise is to be added in applicable months manually in the column.

    The medicos must use data as relevant to them from the u/m tables. They may incl their entitled NPA as applicable and take correct figs as given in  PCDA(P) circular Number 24. They should use another copy of the tool for the NPA and later add up Dues and Drawns.

    Make sure that your Pension receipt and commutaion installment and other data  DATA you fill is accurate to the last bit.  It must pertain to pension and pension arrears including DA on these only and in addition the amt of deduction of the monthly installment of Commutation pf Pension repayment. Ignore any other type of arrears like Rank Pay etc.

    It may be better to obtain the print out from your bank of the full statement of acct starting from Jan 2006 till date. All banks provide this on payment of Rs 100 or 200. The statement can also be obtained directly on E-mail from the Bank by any one specially those living overseas  on payment of  some small amt as debit to your acct. This authenticated input from the bank statement will arm you rightly to impress upon the Bank for any short payments which may result after the TOOL is fully serviced.

   Please download the TOOL from any of the following web sites and save on your desk top. We have prepared a separate tool for pensioners who simply receive the retiring pension or family pension  which is fully editable and be downloaded from sites as at "A" below . The downloads are free and placed in public domain. You have a choice of two sites for downloading the tool. Donot sign into the download sites even if prompted.

The downloaded file will open a pre-formatted excel SHEET on line in a new tab automatically. You should download the same on your desk top by clicking on DOWNLOAD Button therein.  After download on your desktop open the excel file for this you need to have MS Office installed on your PC. Detailed instructions are given in this tool on top as well as at the bottom of the sheet along with authorities for the entries. For your convenience first cell in any Coln of any Part has POP Up instructions for filling in the cells in the Coln. Delete the existing entries if any in the EDITABLE COLNS which are all coloured. White cells in the tool have been locked containing calculation formulas, the resultant figures in these will come automatically and can not be altered by you..

Complete the data box on top of the sheet first with your details and authorisation of basic pension for the periods shown.


Now fill up the receipts of pension, arrears and TDS if any, deducted by the bank  from your Bank Passbook at your convenience taking as much time as you may like. It is however advisable to obtain a statement of acct from the bank for the entire period , may be on payment so that you are well armed to take up the case in case of short payment of pension which is the case in most pensioners who are drawing pension from other than SBI and PNB. 


The tool is made flexible where details of pensions of different cats of pension where ever applicable can be entered for the applicable periods only. The coln for the entitlement of the Basic Pension has also been left editable so that one can enter data from any start period where ever needed.


The repayment of commutation pf pension per month is also flexible so the its start or stop can be edited by you.


   We have now provided in the UNIVERSAL TOOL columns for disability element where disability pension percentage can be inserted in addition to the Age Factor and Gallantry Award in the PENSION-PLUS TOOL. The tool calculates your disability from your retiring pension twice of which is assumed to be your last drawn pay, 30% of which is the amount for 100% disability apportioned to your percentage.  There is no DA on award money. 


  The Calculations of the disability pension which is added to the overall value of the pension entitled conforms to the Formulas used in PCDA(P) Circular No 555 under Tables of 100% disability in table Nos 70 and 71. These tables are also placed at the end of this post below. 

     Please read the above  instructions carefully and insert your data on monthly Pension, Pension Arrears and TDS accurately so that you can hammer the banks with confidence. entire calculations and the resultant shortfall in your DUEs over the entire period are automatically calculated and result presented in the end.


    The end result will show up the exact dues as in DEC 2017. 


CLAIMING  PENALTY INTEREST FOR DELAYED PAYMENTS BY THE BANKS.

Most of you must be aware that as per RBI regulations in case the paying Banks have delayed the payments of pension , one can claim interest for the delayed payments @ 8% per year.

These instructions are contained in PCDA (P) Circular Number 165 at Para 8. Please read that carefully. Para 8 is reproduced below:-

CIRCULAR 165 DATED 22-2-13 (Para 8)

8. Compensation by the Agency Banks for delay in crediting
pension/family pension/arrear thereof:-
(i) Delay in credit of pension/family pension/ arrears thereof by banks have
always been cause of increase of representation from defence
pensioners/family pensioners. Though, RBI has already issued the guidelines to
all agency banks to put in place a mechanism to obtain immediately the copies
of pension order from Pension Sanctioning Authorities directly and to make
payments so that pensioners/family pensioners should get benefits announced
by the Governments in the succeeding month’s pension payment itself. (ii)Non
adhering by of above guidelines, thereby causing, increase of complaints from
pensioners/family pensioners alleging inordinate delay in disbursing the
revised pension/family pension and arrears therof has been reviewed by RBI.
And in order to obviate the such unwarranted inordinate delay in payment of
pension/defence pension and arrears thereof, RBI has further instructed vide
item 34 of Master Circular on Disbursement of pension by Agency Banks
issued by RBI under letter No. RBI/2013-13/103, DGBA.GAD.No.H-
4/31.05.001/2012-13 dated July 2, 2012 that pension paying banks should
compensate the pensioner for delay in crediting the pension/family pension/
arrears thereof by paying compensation at a fixed interest rate of 8 percent for
the delay after the due date and the compensation shall be credited to the
pensioner’s/family pensioner’s account automatically without any claim from
the pensioner/family pensioner on the same day when the bank affords credit
for revised pension/family pension/ arrears thereof in respect of all delayed
pension payments made since October 1, 2008.
In view of the positions explained above, it is requested that all paying
branches/CPPC making/authorising payment of defence (including denfence
civilian) pension/family pension may be advised/instructed either to put in
place a mechanism to revise/calculate the pension/family pension/ arrears
thereof at earliest so that pensioner/family pensioner should get the benefits
announced by the Government in the succeeding month’s pension payment
itself or to compensate the pensioner/family pensioner at a fixed interest rate of

8 percent for the delay in crediting his/her pension/family pension or arrear

How to calculate the Penalty Interest.

This is a bit of tedious process to calculate. One has to go by the actual entitlements as existing then for the particular month and then know the month wise balances and differences in receipts of pension. For this purpose you must know period wise, your entitlements as they existed then before they were sanctioned and enhanced in future up to the time when the payment of arrears were ordered to be paid by PCDA(P). We have listed the approx time line of the payment of various arrears during and post 6 CPC in this post for your reference and comparison with your receipts. This is the only way to check in case the banks have not paid you correctly as per your entitlements in  particular months. This is thus required to be done month wise by calculating month wise shortages if any at the end of each month. The interest so calculated for every month and added for making your claim from the bank.
     Eg,  for 6CPC implementation date was effective wef 01 Jan 2006 but existing pension continued to be paid till August/Sep 2008. The arrears were paid at this time for the past period from Jan 2006 to September 2008 in two installments (60% & 40%) with a gap of one year as can be seen in the table given in this post . Thus Jan 06 to Sep 08 you were on the old entitlements. Since the sanctions are generally with retrospective effect the banks during the past period would pay you as per your then existing entitlements and can not be held defaulters for such periods.
   This is required to be done for all entitlements for the entire period till date so that you can calculate the penalty interest from the bank.
     If such data can be listed it is only then possible to work out interest separately for each month and then added up for the year. The yearly interest of the 12 months will add up to the existing balances starting for next year to earn interest. 
You may start from any past dates when entitlement is known to you. The amounts for basic pension, CAA, disability, Gallantry awards as entitled for the periods before the enhancement orders must be  correctly known before you can go and fire the pension paying Bank and it CPPC.
   It is no doubt a bit tedious process but worth the effort to get 8% interest on all delayed payments. Many Veterans have done this and claimed lakhs of Penalty Interest.

You are a gem,Brigadier....enlightening us guys who took our pension-remittances for granted all these years.My personally deficit till Aug 17 seems to be well over Rs.03 lacs.Surprisingly,neither the PDA,nor the PCDA(O) Pune/PCDA(P) Allahabad seem to bother and revert to queries.Thanks to your table,a formal complaint with the Due/Drawn details have now been sent on the Govt's Pension portal.

  11. There have been large number of mails received by us on mgr.sigs@gmail.com expressing similar concern as by Col Harry Walia above. I have yet to hear from some one who can say that his/her receipts have been correct. The dues are coming out in Lakhs almost in all cases.
    In Feb 17 a medical officer worked on this D&D and was shocked that his shortfall was 28 lakh. He fought it out resorted to PGPORTAL.com complaints and RTIs and finally got the dues with interest. It prompted me to refresh my post and spread the message wide and insist on Faujis the simple souls to bother about their entitlements rather than sitting on our bottoms.
    If we our selves are not bothered about our entitlements who in the hell will come up to do it for us. Expecting banks and the PCDA(P) to check for us is living in imaginary paradise. Rise and get started brothers, its your money take the trouble to do it yourself based on above guidelines.

  12. I am a retired Sapper offr and my particulars are as under:

    1. Name: Chandan Chatterjee

    4. Date of retirement: 30 Sep 2014 (AN)
    5. Corps of Engrs
    6. PPO No M/03668/2014

    During retirement, PCDAP issued me PPO and fixed my basic pension as Rs 19250 since I had commuted 50 % of my pension. Thereafter my pension was refixed a number of times but I was not issued any pension slip by CPPC (PDA) nor any written communication recd from PCDAP till now. Moreover, an amount of Rs 12460/- was paid to me each in Jul 2016, Sep 2016 and Mar 2017....(total Rs 37,380/-)

    On my query about these amounts to PCDAP and also CPPC, neither of them have given any reply till date, despite my reminder. I am at a loss to know as to what these amounts are and why they had been paid to me. I contacted CPPC telephonically and they informed that it was OROP arrears and the fourth inst is due to be paid in Jun 2017, which has not been paid. PCDAP informed me that I was not eligible for OROP since I retired after 0! Jul 2014. Then what are these amounts paid to me? Am I not entitled to know what is my basic pension now and details of amounts which are being paid to me as pension or as arrs?

    Some ad-hoc pension was fixed by PCDAP as per 7th CPC and arrs of Rs 1,36,444/- was paid to me in Dec 2016 and my gross monthly pension was raised from Rs 67967/- to Rs 82,364/- pm in Dec 2016. No details of the arrs was sent to me. I guessed the arrs (ad-hoc) may be from 01 Jan 2016 to 30 Nov 2016 (11 Months).

    I request you to kindly enlighten me about the above matter by contacting the PCDAP.

    I wish to inform you that I do not have any 15 digit PPO No but only the one mentioned in (6) above. The gross ad-hoc pension received by me now is Rs 84,356/- (Incl revised DA wef Jan 2017). May I know as to when may I get pension as per 7 th CPC?

    1.I am sure that my bank has paid me less amount on account of pension arrears from Jan 2016 to DEC 2016.In spite of my writing to him bank is not ready to understand.Is there any method to calculate arrears of pension wef 01 Jan onwards on monthly basis.Details are as given;;
    Basic pension as on 31 Dec15 is 36130,commutation per month 16348.Basic pension prior to OROP 32695.

  15. HERE IS SUCCESS STORY OF COL RAKESH BHANDARI WHO USED THIS TOOL AND FOUND THE HE WAS PAID SHORT BY AN AMOUNT OD Rs 4.88 LAKHS. THE LOCAL BANK DID NOT PAY ANY HEED TO HIS LETTER AND COMPLAINT. HE SURPRISED ME IN THE EVENING SAYING THAT HE HAD GOT THE CREDIT OF THE SHORT PAYMENT WITH DIFFERENCE OF ONLY Rs135/-.     Dear Dhand Sir, My profound thanks to you and your team for doing this yeoman service to fellow veterans. The full credit for my getting arrears to the tune of R 4.48 Lakhs goes to you all.I am now fighting the battle to get the 8% penal interest from UCO Bank for the delay in crediting these arrears which is spread over the period from 01 Jan 2006 till 08 Feb 2018 which is also likely to be a very substantial amount. Thank you once again for waking up sleeping tigers like me. God Bless you all.

    Dear Brig Narinder Dhand Sir,
    Its a fantastic tool and I could manage to fill up almost all the relevant details to the best of my knowledge with the help of the bank pass book/statement of accounts from the bankers filling with 20% of disability pension.
    There appears to be some snag in part IV as under:-

    Drawn : 1398246
    Due : 1195157
    Difference is : (-)203089

    whereas your tool is showing the difference as: (-)81802/-

    Overall it appears that I will be getting a huge sum of Rs.506135/-(as per your tool) or Rs.384848 (as per my calculation)

    If you can give me a green signal which one is correct, then I will also rush to Hyderabad SBI CPPC with this powerful tool Excel Sheet and sort out the discrepancy. Thanks a lot for creating such a wonderful TOOL.Hats off to you sir.

  20. Calculations for War Injury Pension also needs to be incorporated in this tool. War Injury element in pension is very different from Disability element.

    Request the tool be modified accordingly.
