Dear Nirmala ji

You have been kind to have spared time to meet us on 23 Nov 2017 , despite your busy schedule. We are indeed grateful for the same. To say the least, we came back with a thrilling experience with the thoughts that here is a person who will take care of our problems including OROP if correct inputs are fed to you.  The results is all for there to see. 

Talking about OROP. It has been approved by two successive Parliaments. The present Government decision has been taken to implement it for Armed Forces. Why is a simplest thing like this stuck now. All that is required is to scrap the old pensioners pension tables and authorize them the pensions given in Tables for latest pensioners of the same rank, service and the group in which they served. The only thing that may require working  is pension of past ranks  like Lt Cols and majors and some others, these as similar rank and service has not found a place in the latest Tables.which can be worked out overnight.  The other requirement of authorizing them any future increase would also be solved without any extra effort.

The point about Notional Pay is being talked about to cause confusion in the every body's minds.The current soldier's pay has to be old pensioners pay otherwise how can OROP be given.

The CDA has got the necessary knowledge and the manpower to accomplish that expeditiously. They have done it twice before when we got OTI in 1991  and OROP in 2006. OTI was a much more difficult assignment because first first they had to work out OROP for all and then deduct Rs 15 to 42 from it depending upon the length of service and nothing else. Those fell through as those did not cover all categories of pensioner. In fact i was prepared to accept OTI as a substitute for OROP if it was made applicable to all categories.

Look the advantages of its  implication. First, 40 % of every Pay Commission work will be saved every ten years. Next 90 % of litigation will be cut out. Finally the veterans will only rally to honor the leadership rather than against them as all their problems which arise due to shortcomings in Tables for new pensions of serving soldiers will be taken care  of the Chiefs of Services. The problem to give them them future increase would also have been solved as the latest tables have been made applicable to them,
We now expect the Defense Minister who works to look after them expeditiously.

  2. Dear Col Inderjit Singhji,

    In your petition and the discussion with the Honourable Defence Minister no mention was made about the Honourable Justice Narasimha Reddy's Report on OROP. It is understood that the Justice Reddy had given valuable suggestions to remove the present anomalies in the OROP. But unfortunately the Government has kept it pending for last one and half years. Unless and until all the Ex Servicemen Association jointly put some pressure, this will never be implemented. It is a pity a Major with more than 33 years qualifying service for pension is now given only 22 and half years pension for the past 3 years.
