He participated in number of fierce battles for Naushera and Jhangar in J&K during early part of 1948 operations in J&K. His Section provided excellent communications for all the operations and at times he personally manned radio sets and even LMG, when bullets were flying all round and his position was threatened. He was airlifted to beleaguered Punch Garrison where again he provided good communications by innovative means like using Electric cables in lieu of non available PL stores. During 1965 War he was Chief Signal Officer 1 Corps. Brig HS VrC was Company Commander, Kohima Company when we were in IMA. His great quality was to remain calm under even trying conditions. One of the motivating factor for me volunteering to join Corps of Signals was then Maj HS Bains VrC being my Company Commander in IMA! He had migrated to USA and lived there for many years . Whenever he was on a visit to his home in Punjab he would visit his Signals buddies in Chandigarh and other places. His passing away is a big loss to the Corps. May God bless his soul and give strength to the bereaved family.

As Brigade Major of a brigade in Sialkot Sector during 1965 War, he visited forward troops regularly in the face of danger, to get firsthand picture of the operational situation and take pragmatic decisions. During Op Pawan, as Chief Signal Officer Southern Command he planned and oversaw excellent Signal Communications to and within Sri Lanka, in a highly professional and able manner. Gen Deva was a prolific writer and authored a number of books and articles. His Book “ Sky is the Limit-Signals in Op Pawan” is like a Bible for Signals.

Post retirement, Gen Deva immersed himself in studying applications of emerging technologies and use of electronics in future warfare. He was an authority on subjects ranging from Nano Technology to Cyber warfare, Signal Intelligence and Electronic Warfare.

He was President and Distinguished Fellow of IETE and well known among the scientific fraternity. Corps of signals has lost one of its distinguished, highly dedicated and professional General. May God bless his soul and grant courage to the bereaved family and friends to bear this irreparable loss.
