OROP SCHEME - TABLES (OFFICERS)

                        HOW MUCH HAS YOUR PENSION BEEN ENHANCED (INCL %age) ?
     The much awaited tables have since been issued as part of implementation of the OROP. The Table for Officers are placed here in this post. The tables for Medicos  are also  hosted  for our Doctor Fellow Veterans of Pre-2006 retirees. The tables for various types of Family Pensioners can also be accessed with links at the end of this post.
   The Govt letter and detailed tables can be downloaded from  http://www.desw.gov.in/sites/upload_files/desw/files/pdf/2016.02.03-OROP.pdf . The letter containing tables is a large pdf file of about 15 Mb. It has 205 pages incl 101 Appces of Various tables covering all aspects of pension for officers, JCOs & ORs and their equivalent ranks.
     Look for the figure under your Rank and against the Number of years of actual service i.e the QS mentioned in your PPO. (Your service more than 3 months is to be counted as half year and more than
        9 months is taken as full year. The rank weigtages are not to be added since these have been catered for in the figures of the pensions shown against the QS. The same can be well noticed for higher QS years showing similar figures of pension for the number of years equal to the rank weightage) 
    The figure is your basic pension wef 01 July 2014. Now deduct from this your current basic pension the difference will be your hike in pension for OROP. You will get arrears in 4 installments for the period starting 01 July 2014. These are shown in the table below for full pension.
     Multiply the above derived difference by Maths Constant of "40.53"  (INCREASE X 40.53 = Arrears) you will get the arrears receivable up to 31 JAN 2016. Similarly the total increase monthly as of date can be calculated by multiplying the increase/difference by 2.19 which is the current DA.

 KNOW AS TO HOW OROP HIKES YOUR PENSION:-    The Chart below pertains to the Service pension and the Ordinary family Pension in respect of Regular Officers of the Army Navy and IAF who have completed 33 Yrs and above of  service before retirement incl rank weightage. For officers, with less service detailed tables may be checked which can be opened from the links given at the end of the post.  ( check rank weightages under Qualifying Service in this blog). The tables issued by the PCDA (P) cater for the rank weightages While the service in the service column QS is actual service while the pension figures are already  given for the service plus rank weightage for convenience.

Para 11 (a) of the Circular (MAJORS 21 YRS OF SERVICE)   

a) The officers retired on or after 1.1.1996 in the rank of Major and who have completed
21 years of service have been allowed the pay of Lt.Col. Accordingly, pension of these officers
have been revised by issue of Corr. PPOs. It is therefore, requested to revise the pension of
post-96 Army Officer with rank Major and its equivalent in the Air Force and Navy who have
completed 21 years.

TABLE CIRCULAR -500.  This table gives the pension of Regular Officers as applicable before the OROP for ease of comparison with your Rank and QS.

COMMISSIONED OFFICERS  - AMC/ADC/RVC

TABLE 2    - This table gives the Pension of Officers from  AMC / ADC and RVC  as below under the OROP Scheme.  The OROP pension for them for 33 Yrs of Service and above is Rs 42500/- from Lt Col to Maj Gens. There has been no increase in pension under OROP for officers of the Ranks of Lt, Capt, Maj, and Lt Gens.


                      The Arreas shown above are for the period from 01 Jul 2014 to 31 Jan 2016 and will be paid by the PDAs in four equal instalments.

         PCDA (P) Circular No 555  includes Table No 2, which gives detailed authorisation of OROP Pension for the Medical Officers based on their QS (Qualifying Service as mentioned in their PPOs).
      Since under Cir-24 with addition of the NPA the pensions got enhanced by 25% and now under the OROP Scheme are to be enhanced further, these can only go up to the maximum of the  Fitment Table equivalent of Notional Pay of  Rs 79000/- under PB-4  ie just below the HAG+ Scale. Therefore  in most cases the pensions reachs  the max of Rs 42500/- much earlier for various ranks.

       It will be seen that Lt Cols with QS of 22.5 and above, Cols and above with QS of  21.5 Yrs reach the maximum payable pension of Rs 42500/- per month.

       In view of the above Lt Cols who left earlier stand to gain by getting the pension of a Lt Gen.


       The method for calculations of hike and the arrears is same as mentioned above


There is no increase for the ranks as mentioned above at full service, however with lesser QS, there are increases under the OROP Scheme which can be seen.        
The Arrears shown above are for the period from 01 Jul 2014 to 31 Jan 2016. These arrears will be paid to the Family Pensioners in one go.

  3. Sir, Lt Col who retired in 2007 after QS 19 years 02 months on superannuary earned pen 27685, the total colour service of an officer is 37 years. The pen table for LT Col at 19 years QS is 26385 which is less than the original pen. Please illustarate wheather the officer is benefitted now under OROP and how much.

    Can you elaborate "on superannuary earned" to get 27685 as your basic pension for every one's benefit.

    In your case you will continue to get the same pension unless you are re authorized the higher pension by the PSA.

  8. I want to know the basis on which the GoI has gone about to address the issue of pension of Majors and their equivalents with 20 years and plus service. Which Major retired in 2014 with 21 years of active service and what was or s his pension and what is the minimum and maximum of pension for the Rank of Majors after 20 plus years service, notwithstanding the fact that all officers now get the rank of Lt Col in 13 years time.

    I have total commissioned service of 20 years and retired as Wg Cdr (Select)and was absorbed in PSU(Air India) in 1987. I am not entitled for 7 years of weightage and also my pension is 50% of normal basic pension with full DR(that means that I get full DR on My Basic Pension).
    Roughly at present my full basic pension is appx 16000 and I get actual pension 8000 plus DR 19000 appx (119% of basic pension 16000)-total pension being in the range of 27/28000. Could you help me in calculating my OROP now and also the arrears.

  17. Wg Cdr Jain, Its not clear whether you joined PSU after retirement or proceeded on deputation before retirement.
    Any way your present pension as you say for 20 yrs of service without the rank weightage of 7 years is around Rs 16000/- ie Rs 15920/- to be exact (Just Check). Going by the same analogy under OROP your full pension for 20 yrs should be Rs21070/- as such 50% of 21070 = 10535/- would be your pension Plus DA on 21070/-. You can work out your arrears wef 01 Jul 2013 with the hike in your pension and DR as applicable.

    Can any of reader help us to confirm the same for Wg Cdr Jain.

    Sir I retired as Major after 31 Yrs and 2 months Service( 19 years in ranks and 12 years as an officer (RCO). As per PCDA Circular aMaj with 21 yrs service will get pension of Lt col. What will be our pension after OROP.

  20. In the OROP tables 1 & 5 for officers, the pension for similar years of service for EC/SSC is more than PC officers. Any reason for this. For example officers of the rank of Major PC with 20 years of service has a pension of Rs.22830/- while EC/SSC Major's pension is Rs.26835/-. Is this error intentional to keep us faujis busy fighting the government in the courts.

Dear Brig Dhand,Regards.Thanks for your efforts in helping veterans in a great way.I Maj Prem Kumar Sharma served in Signals for 30 Years(21 Yrs as JCO/OR and 9 Yrs as officer (QM).Thereafter I serverd out of corps as officer for 8 and 1/2 years and finally retired on 31 Jan 1995.Thus I have qualifying service 37 Yrs and 11 months(21 Yrs 5 months as JCO/OR and 16 Yrs and 16 Yrs and 6 months as officer)

    As per OROP Majors who had 21 Yrs of service as on or after 01 Jan 1996 are being given Lt Col's pension. Sir please let me know whether officers of my circumstances who were in service as on or after 01 Jan 1996 will be considered?

Dear Maj Sharma, There are different views on this issue, however we should consider that the time scale promotions of Majors to LT Col was recommended in the CPC on completion of 21 yrs of service as an officer, therefore, going by this analogy 21 yrs will mean Commissioned Service and not the QS for Majors retiring after 01 Jan 1996 to get the pensions of LT COLs as given in the PCDA (P) Circular Number 555 available on their website.
    I only wish that I am wrong.

    If it could be explained how the EC/SSC officers of the rank of Majors and equivalents have a quantum leap in pension under OROP Tables for the same period of service eg at 21 years service EC/SSC Major's pension is Rs.26,615/- while for PC Majors it is Rs.22,830/-,
    I think it is an anomaly. Moreover how did they arrive at the mean of Major's pension with 21 years service.

  33. Sir, I joined Indian Navy as a boy and after my training, my service starts w.e.f 13 May 1967. After having served for 19 years 4 months and 19 days, I got commissioned as a regular officer (Special Duty Communication) on 01 October 1986. After having served as a commissioned officer for 14 years and 9 months, I retired from Indian Navy on 30 June 2001 in the rank of Lt Cdr(equivalent to Major in the Army). Hence, my total qualifying service is 34 years 1 month and 19 days.

    As per para 11 (a) I am entitled to get a basic pension of Rs. 34765/-(applicable to Lt.col/Commander) since I have fulfilled the eligibility criteria of 21 years service, Retired after 1.1.96 as Lieutenant Commander.

    However, my PDA has fixed my basic pension as Rs. 23815/- which is applicable for pre 96 retirees. In normal case, a general duty LtCdr who has served for 15 years is eligible for a basic pension of Rs. 21530/-. Now the difference is a meagre Rs. 2285/- only. Does it mean that the time I served for 19 years in the lower deck as sailor is only for Rs. 2285/-

    I think it is a very serious anomaly which need to be addressed. If a special duty list officer who has served for the full 33 years should be considered for pension in accordance with para 11(a) of PCDA(pensions)Allahabad circular No. 555 dated 04 February 2016. If not, the officer should be considered for two pensions, one for the time he served in the lower deck as sailor, and the other for the time he served as an officer.

    As for as I am concerned, I am to be considered in accordance with the PCDA circular No. 555. If not, pension for my 19 years served as sailor upto the rank of CPO (Equivalent to Naib subedar)Rs. 10480/- plus pension for my 15 years served as an officer upto the rank of Lt Cdr. Rs. 21530. ( A total of Rs 32010/-)

    Please clarify this issue.

    1. Thanks for your qry, similar qry has been raised by many officers like you, well I shall reply to you based on the existing orders eventhough I am in agreement with you.
    2. The clarifications on the subject have been given in another post in this blog - http://signals-parivaar.blogspot.in/2016/03/equivalence-of-ranks-in-three-services.html#more - wherein the commissioned service of min of 21 yrs has been mentioned to earn the pension of a Cdr. This had been the stipulation during the Vth CPC when Majs with 21 yrs of service were granted pay of Lt Cols with rank pay of Majs. They have carried on the same analogy.
    3. If you permit I shall like to write on your observation of two pensions. While you are right about the pension for the earlier service and if the same is separated, with less than 20 yrs of service as an officer one could not have earned the pension of an officer in isolation.
    4. I only wish that the court corrects this anomaly that all Majs get the pension of a Lt Col since as of today no one retires as a Major.
